Mad Cows, Chimpanzees and other So-called Evolved Primates

The Scientific Committee Pro Anima

The scientific literature (for example, Nature, London 382, 574, 1996) makes shattering declarations, ascribing the mad
cow disease (BSE) crisis to the reticence of the authorities and their guilt for not having organised suitable and consistent
research programmes for answering the question of the possible transmissibility of BSE to human beings. And what should the authorities have done? Instead of contenting themselves with injecting BSE brain pulp into the skulls of three macaques (see Lasmézas et al.

In this paper on animal protection, the three central issues are: a) animals should not be regarded as things; b) the demand for special animal rights; and c) the conflict between animal interests and certain human rights. In some countries, it is already written into law that animals are not “things”.

The results of the experimental prevalidation of three in vitro embryotoxicity tests from an ECVAM study are reported. The tests were: the rat whole embryo culture (WEC) assay; the micromass (MM) assay; and the embryonic stem cell test (EST). Three test chemicals, one assigned to each of the three classes of embryotoxicity (non-embryotoxic, moderately embryotoxic and strongly embryotoxic) and a positive and a negative control chemical were repeatedly tested in two laboratories on at least two separate occasions.

In many cases, the Limulus amoebocyte lysate (LAL) assay is now accepted for detecting pyrogenic contamination in parenteralia, instead of the rabbit pyrogenicity test. As the LAL test is able to detect only products of Gram-negative bacteria (endotoxins), and as it is difficult to test samples with large amounts of protein, a previously established in vitro assay for the detection of bacterial pyrogens was further developed to overcome the shortcomings of the LAL assay.

Spanish Activities on Alternatives

Guillermo Repetto

Several projects related to alternatives were recently launched in Spain. Firstly, an “Inventory of the Spanish Institutions and Scientists Involved in Alternatives to the use of Laboratory Animals (refinement, reduction or replacement)” was prepared by Repetto et al. for the European Commission and the European Centre for the Validation of Alternative Methods (ECVAM).

Regulation of the Use of Animals in Research in Poland, and the Development of Alternatives

Dariusz Sladowski

In September 1997, as a contribution to the harmonisation of Polish legislation with that of the EU, the Polish Parliament adopted the Animal Protection Act, which is fully compliant with the principles of Council of Europe Convention ETS 123 1986 and EU Directive 86/609/EEC. Chapter 9, Article 28, of the Act clearly states that experiments on animals can be justified for scientific purposes, for teaching in universities, and for the protection of human and/or animal health, but only when no appropriate alternative methods are available. No animal experimentation is allowed without the positive approval of the appropriate ethical committee, and such experiments can only be performed at accredited institutions.
